Our Team
Andrea Quillan, BSHCA
Consultant - Preparedness Catalyst / Resilience Builder
Having spent the first 15 years of her work experience in retail pharmacy, Andrea gained exposure to everything from insurance billing and prescription claims processing to inventory management. Navigating prescription coverage and medication limits and analyzing trends in medication utilization and pharmaceutical inventory were her areas of passion.
After graduating with a bachelor’s degree in Healthcare Administration in 2015, Andrea made the change to health insurance specialist (and eventually health insurance manager) for a non-profit organization that supports adults and children with developmental disabilities. Finding herself in a similar role of researching insurance benefits and authorizations, but now for therapy services, she was able to build upon her knowledge base in these spaces. Seven years into her tenure at there, she elected to take on a new challenge and moved to the role of Compliance Manager. Here, she realized what she enjoyed most in her pharmacy career was inventory management- specifically organization, analysis, and efficiency- which are the same spaces she enjoys immersing herself in today.
In 2023, Andrea joined Proactive Strategies, LLC., focusing again in the compliance arm of the organization. Andrea looks forward to supporting clients by celebrating their strengths, identifying their opportunities to maximize preparedness, and building their organizational resilience for the future.
In her free time, Andrea enjoys walking the nature center trails with her family, playing slow pitch softball, and reading mountains of books.

Andi Waks, J.D., M.A.
Consultant – Orchestrator of Clinical Excellence / Quality Crusader
Although Andi originally dreamed of becoming a chef, she developed her life-long passion for the field of applied behavior analysis and autism treatment while working on the Young Autism Project at UCLA in the late 1970’s under the mentorship of Drs. Lovaas, Leaf, and McEachin. After earning her master’s degree from Pepperdine University, she continued her work alongside Dr. Leaf and Dr. McEachin, working primarily with individuals with ASD and their families. In the early 1980s, their work expanded to include ABA-based residential treatment for adolescents and adults with ASD and co-occurring conditions, as well as individuals with Prader Willi Syndrome.
In a somewhat unexpected turn, Andi decided to pursue a law degree and practiced special education law representing families of children with ASD. After realizing her preference for clinical work over litigation, she returned to the field of ABA and autism treatment. With over 45 years of experience practicing, consulting and advocating, she has seen the field evolve and the need for services intensify. She remains more passionate than ever about the pursuit of effective and impactful ABA services for all in need. Joining in 2025, Andi is thrilled to be the newest member of the Proactive Strategies, LLC and sharing what she has learned.
Outside of work, Andi loves eating, drinking wine, and spending time with friends, family, and her two English Setter pups.
